Fly Fishing the Norfork Tailwater, Arkansas: Guides, Rules, Seasons and Tips
The Norfork Tailwater is the North Fork of the White River below Norfork Dam: about four and a half miles of steep, fast trout water down to the White River at Norfork, Arkansas. It holds the state brook and cutthroat trout records. Since February 1, 2026, anglers may keep only two rainbows under 14 inches.
The Norfork is the White's little sister, and it fishes nothing like it: short and steep, with tight pools, little drops and broken fast water. It is a tailwater too, so Norfork Dam's releases decide how much of it you can reach on any given morning.
This page covers where to fish the Norfork, the 2026 rules, Dry Run Creek and the outfitter we certify in Cotter. For the state picture, start with Fly Fishing Arkansas. For the big river downstream, see Fly Fishing the White River.
I've fished the Norfork with Steve Dally of Steve Dally Outfitters, and on the episode we published May 7, 2024, he said three things about it that I haven't heard anywhere else. First, the Norfork is why he fell for this area: back when he was driving in from Northwest Arkansas, it was the river that felt like a western stream. Second, it used to be the system's giant brown trout river; the White has taken that title, but the Norfork is still a really big brown trout river with big cutthroat and rainbows. Third, it is the river most likely to embarrass a visiting guide: when the water drops, he has watched experienced guides from elsewhere get stuck because they could not read where the flow was going. And the habit he fights on the Norfork every season is the low, sideways bass-style hook set, which loses fish after fish. Set straight up.

Where to Fly Fish the Norfork Tailwater
- Below Norfork Dam and Quarry Park: the upper river. No fishing, boating or wading within 100 yards of the dam.
- The Norfork Catch-and-Release Area: from the downstream end of the Long Hole to the Bill Ackerman River Ridge Walk-in Access, about one to two miles as marked by signs. Artificial lures or flies only, barbless hooks, and every trout goes back.
- Norfork Access and the confluence: where the Norfork meets the White at the town of Norfork, and the dividing line for the 2026 harvest rules on the White.
- Dry Run Creek: the Norfork National Fish Hatchery outflow, open only to youth and mobility-impaired anglers, sunrise to sunset, single barbless artificial lures, catch and release.
Walk-in access on the Norfork is limited, so a boat covers water a wading angler never sees. And like the White, chumming is prohibited in the catch-and-release area, which includes kicking up the gravel to draw fish.
When to Go Fly Fishing the Norfork Tailwater
Trout are catchable on the Norfork every month. Steve Dally's season for the whole White River system is mid-March through October: scuds, sowbugs and midges daily, terrestrials from midsummer into fall, and streamers for big browns in the cold months, when I have fished it most. Plan around the dam first and the bugs second.

Terrestrial timing comes from Steve Dally Outfitters for the White River system; it is not a Norfork-only hatch chart. Scuds, sowbugs and midges are in the river every day of the year.

Set the hook straight up, not downstream, on big fish
With a long drop and heavy weight, a downstream or low sideways sweep pulls the fly out. Rotate your hips and lift straight up; Steve Dally sees this cost clients fish on the Norfork.
Steve Dally, White River and Norfork guide, on Fly Fishing the White River Water System in the Summer -
Land your leader connected instead of piled to feel every strike
A leader that lands straight transmits the take; a pile of slack hides it, and on a tailwater nymph rig that is most of your strikes.
Kaitlen and Jess Westbrook, Arkansas fly fishing guides and Mayfly Project mentors -
Slow-lift your rig mid-drift in a hole you trust
Stop the drift partway and raise the rod tip slowly instead of snapping the flies up to recast; strikes often come on the lift, and the Norfork's short pools reward it.

Norfork Tailwater Fly Fishing Questions, Answered
Can you keep trout on the Norfork Tailwater in 2026?
Only small rainbows. From February 1, 2026, the North Fork River from Norfork Dam to the Norfork Access allows two rainbow trout under 14 inches, and every other trout must be released immediately. Inside the Norfork Catch-and-Release Area, nothing is kept. The Arkansas Game and Fish Commission adopted the rules after die-offs and infrastructure failures at the Norfork National Fish Hatchery, and says they stand until further notice.
Where is the catch-and-release area on the Norfork Tailwater?
The Norfork Catch-and-Release Area runs from the downstream end of the Long Hole to the Bill Ackerman River Ridge Walk-in Access, about one to two miles marked by signs. On that stretch of the Norfork Tailwater, all trout are released immediately, only artificial lures or flies with barbless hooks are allowed, natural or scented bait is banned and chumming is prohibited.
Norfork Tailwater or White River: which should you fish?
Fish both; the Norfork flows into the White at the town of Norfork, and the same outfitter guides both. The Norfork Tailwater is short, steep and fast, with pools that read like a western river, and it holds the Arkansas brook and cutthroat trout records. The White River below Bull Shoals Dam is big, wide water for long floats. When one dam is generating hard, guides often move to the other river.
How much does a guided day on the Norfork Tailwater cost?
Steve Dally Outfitters in Cotter publishes guided trips starting from $500 for a half day for one or two anglers, with full days above that. Licences are separate: a nonresident annual fishing licence is $60, and the nonresident trout permit, required to keep trout or to fish in certain waters, is $20. For lodging, Gaston's White River Resort near Lakeview, on the White rather than the Norfork, publishes nightly rates starting from $130 based on the first two guests.
