Fly Fishing Utah: Guides, Lodges, Seasons and Tips

Fly Fishing Utah: Guides, Lodges, Seasons and Tips

Utah fly fishing is built around the Green River below Flaming Gorge Dam, a cold tailwater that fishes every month of the year, plus the Provo, Weber and Logan rivers within a few hours of Salt Lake City. Fish the tailwaters any time, the freestones after runoff, and learn Utah's stream access law before you wade.

Utah is home water for me, so this page is personal. The state gives you a world-class tailwater, a technical river twenty minutes from a ski town, cutthroat canyons and high lakes you can have to yourself in August. It also gives you one of the most confusing access laws in the West.

This page is the Utah map: where to fish, when to go, the access rules and what our Utah guests have shared on the Fly Fishing Insider Podcast. For the longer take, read The Top 10 Fly Fishing Rivers and Lakes in Utah.

In January 2024 I drove to Dutch John through snow and wind strong enough to nearly blow me over when I stepped out of the truck, with John Isola and his brother Nick, to float the A Section of the Green River. We fished heavy sink tips and streamers because the day was short and cold, and John stuck a good brown on a chartreuse and white streamer inside the first ten minutes. By the take-out we had seven browns, bighorn sheep, moose, mule deer and bald eagles, and the ramp had been deserted all day. The next morning brought six inches of fresh snow and storm warnings, and we called it. That is winter on the Green: empty, beautiful and at the weather's mercy. The full story is in our Green River winter trip report.

Where to Fly Fish in Utah

  • Green River below Flaming Gorge Dam: a Utah Blue Ribbon fishery with water running roughly 40 to 60 degrees all year. The A Section runs 7.2 miles from the dam to Little Hole, with a trail along the bank for wading. The B Section runs from Little Hole to Indian Crossing in Browns Park, and the C Section continues to the Colorado line. Fish numbers are highest in A and fish size grows as you go downriver; B and C are reached only by boat or gravel road. Expect midges, blue-winged olives, yellow sallies and cicadas.
  • Provo River: the Middle Provo is a tailwater below Jordanelle Reservoir between Park City and Heber, and the Lower Provo runs below Deer Creek Reservoir through Provo Canyon. Park City guide Zach Lassek told the Fly Fishing Insider Podcast in July 2023 that the Middle Provo is all wade fishing with no drift boats, that summer parking lots can be full by 8 a.m., and that a bounce rig is the local standard for nymphing. Read our Provo River guide.
  • Weber River: another Blue Ribbon fishery, holding brown trout, cutthroat and whitefish. The upper Weber from Holiday Park to Echo Reservoir has its own access rules after a 2017 Utah Supreme Court decision, so read the DWR's Weber guidance before you step in. More in Weber River: Utah's Hidden Gem.
  • Logan River: a canyon river along US-89 in northern Utah. Browns dominate the lower canyon and cutthroat take over upstream, and the DWR says the river has one of the highest cutthroat trout densities it has documented. See our Logan River guide.
  • Stillwater: Strawberry Reservoir (rainbow, cutthroat and kokanee) and Flaming Gorge Reservoir (lake trout, rainbows, kokanee and smallmouth) are both Blue Ribbon fisheries, and the Boulder Mountain lakes are the summer escape. Start with The Strawberry Pinnacles and Boulder Mountain Lakes.

The Green River starts in Wyoming and flows into Utah through Flaming Gorge, so if you are fishing the whole system, our Wyoming page covers the Green below Fontenelle Dam upstream.

Utah Stream Access: What Visitors Get Wrong

Utah water belongs to the public, but the bed under it often does not. Herbert "Bert" Ley of the Utah Stream Access Coalition walked through the history on the Fly Fishing Insider Podcast in July 2021. A 2008 Utah Supreme Court ruling recognized the public's right to wade privately owned streambeds as long as they did no harm. In 2010 the legislature passed the Public Waters Access Act, which took that right away without written landowner permission, and the Coalition was founded in response. In 2023 the Utah Supreme Court upheld that law.

Bert's example is the one every visitor should hear: you cross a ladder stile at a legal access point on the Weber, wade downstream, cross a property line you never saw, and get cited for trespass. The Utah Division of Wildlife Resources says you may not walk on the private bed of a public waterway without permission, but you may float over it and fish from the boat if you launched at a lawful access point. Check the DWR stream access page before every new river.

When to Go Fly Fishing in Utah

For a first Utah trip, plan on July through October for the freestones and any month at all for the Green River below Flaming Gorge Dam. Runoff pushes the freestones high in late spring while the tailwaters hold up. The DWR does not publish a statewide hatch chart, so treat the table below as general guidance from our own Utah days.

Target JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC
Green River tailwater
Midges
Blue-winged olives
Freestones (Logan, upper Provo, Weber)
High-country lakes
Streamers for big browns

Utah Fly Fishing Questions, Answered

How much is a Utah fishing licence for nonresidents?

On the Utah Division of Wildlife Resources fee schedule, a nonresident adult fishing licence costs $44 for 3 days or $120 for 365 days. Residents pay $19 for 3 days or $40 for a year. Utah raised several nonresident fees on July 1, 2025, so confirm the current price on the DWR website before you buy.

Can you wade across private property on Utah rivers?

No. Under Utah's Public Waters Access Act, upheld by the Utah Supreme Court in 2023, you may not walk on a privately owned streambed without the landowner's permission. You may float over private land and fish from the boat if you launch at a lawful access point and keep moving. The upper Weber River has its own rules.

When is the best time to fly fish the Green River in Utah?

The Green River below Flaming Gorge Dam fishes in every month because the dam releases cold, steady water, roughly 40 to 60 degrees year-round. Spring and fall bring blue-winged olives and the most comfortable days, summer adds big bugs like cicadas, and winter brings midges, streamers for browns and near-empty water if you can handle the cold.

Is the Green River or the Provo River better for a first Utah trip?

The Provo River is the convenient choice: Park City guide Zach Lassek puts the Middle Provo about 20 minutes from Park City and under an hour from Salt Lake City, but it is wade-only and heavily pressured. The Green River below Flaming Gorge Dam is a longer drive, about 45 miles from Vernal, with its highest fish density in the A Section and room to float.

Do you need a boat to fish the Green River below Flaming Gorge?

Not for the A Section. A trail follows the river from the dam toward Little Hole, and Little Hole itself is drive-in access where you can hike upstream or down. A drift boat or raft covers far more of the 7.2-mile A Section, and the B and C Sections are reached only by boat or gravel road.
