Fly Fishing Minnesota: Guides, Rivers, Seasons and Tips
Minnesota fly fishing is three trips in one state: spring creek trout in the southeast Driftless Area around Lanesboro and Preston, steelhead and brook trout on Lake Superior's North Shore tributaries, and big smallmouth and musky on the upper Mississippi and St. Croix rivers. Most adult trout anglers also need a $10 trout and salmon stamp.
Minnesota gets filed under walleye, which undersells it. The Minnesota Department of Natural Resources (DNR) counts 700 miles of naturally cold streams in the southeast bluff country, the North Shore runs steelhead out of Lake Superior, and the upper Mississippi is a clear smallmouth river within an hour of the Twin Cities.
The Minnesota story in our archive that sticks comes from Kip Vieth, who told the Fly Fishing Insider Podcast in an episode published June 27, 2023 that he had owned Wildwood Float Trips for 20 years out of Monticello. He called Minnesota probably the most underrated fly fishing destination in the country, and said that when he tried to add up every mile of river his crew had guided, it came to something like 600 to 700 miles. His upper Mississippi is slow and clear, and looks a lot like a trout stream in July and August. Minneapolis guide Joshua Boese added on the podcast in October 2023 that after nine years in Colorado he moved home and found trout an hour from the city.

Where to Fly Fish in Minnesota
The Driftless Area: Root River and Southeast Spring Creeks
The Driftless Area is the corner of Minnesota, Wisconsin, Iowa and a sliver of Illinois that the last glaciers missed. Mel Hayner, owner of The Driftless Fly Fishing Company in Preston, explained on the podcast that porous limestone feeds cold springs, so the streams grow big fish in small water: mostly wild browns and native brook trout, plus stocked rainbows near state parks. He fishes the South Branch of the Root, which leaves Forestville State Park big enough for a drift boat, and the wilder, clearer South Fork. Nymphing under a small indicator is about 80 percent of his fishing, and the pheasant tail is his number one fly.
The South Fork of the Root is catch and release, flies and lures only, on 7.7 miles from County Road 12 to the source; the Middle Branch is catch and release on the entire stream; and the South Branch protects 12 to 16 inch trout on a 4.8-mile section in Forestville State Park. Hayner said trout stamp money pays for habitat and angler easements. Read his approach in Spring Creek Stealth Approach Tactics.
Whitewater River and Trout Run Creek
North of Interstate 90, the Whitewater system takes more pressure from Rochester and the Twin Cities. The Middle Branch is catch and release on a 9.2-mile posted section from the Whitewater State Park group camp to the source, the North Branch protects 12 to 16 inch trout on 12.1 miles, and Trout Run Creek protects 12 to 16 inch trout on the entire stream, all flies and lures only. Hayner called Trout Run a top 100 trout stream in the nation, with far more big fish than 20 years ago.
North Shore of Lake Superior
Below the posted boundaries on the North Shore streams, angling runs one hour before sunrise to one hour after sunset, single hooks or flies only, and any fish hooked outside the mouth goes back. Unclipped rainbows are catch and release all year, and brook trout need 20 inches to keep. Some rivers, including the French and Knife, have sanctuary areas closed to fishing. Joshua Boese nymphs lake-run fish with a jig stonefly on a 4.6 millimeter tungsten bead trailed by a chartreuse egg he calls the Mountain Dew. Northern Minnesota rod builder Geoff Vukelich covered streamers for Lake Superior brook trout in Streamer Fishing for Brook Trout.
Upper Mississippi River
Vieth calls the upper Mississippi probably the greatest smallmouth river in the country and credits long-standing catch and release and slot rules. From the Crow River confluence up to the St. Cloud Dam, smallmouth from 12 to 20 inches must be released; from Blandin Dam down to Coon Rapids Dam, musky are catch and release only. More in Smallmouth and Muskie on the Mississippi River.
St. Croix National Scenic Riverway
The National Park Service says the St. Croix and Namekagon form the St. Croix National Scenic Riverway, established by the Wild and Scenic Rivers Act in 1968, with over 200 miles of clean water. Vieth called it wonderful smallmouth water. As Minnesota-Wisconsin border water it has its own rules: above Taylors Falls Dam, bass are catch and release after September 13, and border-water musky need 50 inches.
Twin Cities Water
Boese sight fishes carp near the Stone Arch Bridge in downtown Minneapolis and swings leeches below the dams in spring. Bass, walleye and sauger are catch and release all year in Pool 2 between the Ford and Hastings dams.

Minnesota Fly Fishing Questions, Answered
How much is a nonresident Minnesota fishing license?
The DNR's 2026 regulations list a nonresident annual angling license at $51, with 24-hour ($14), 72-hour ($36) and 7-day ($43) options. Anglers 18 to 64 add the $10 trout and salmon stamp for trout water and Lake Superior, though the 24-hour and 72-hour licenses need no stamp. Agent fees are extra.
When is trout season in southeast Minnesota?
In 2026, southeast streams are catch and release from January 1 to April 10, open for harvest from April 11 to September 14 (five trout, only one over 16 inches), and catch and release from September 15 to October 15. They close October 16 to December 31, except posted in-town reaches in Lanesboro, Preston, Rushford and Spring Valley.
Can I keep a steelhead on the North Shore?
Only a hatchery fish. Unclipped steelhead must be released immediately on Lake Superior and its tributaries. A rainbow with a clipped adipose fin showing a healed scar can be kept at 16 inches or longer, up to three within a five-trout total. Below the posted boundaries, use a single hook or fly.
Is Minnesota good for musky on the fly?
Our guests think so. Kip Vieth told the podcast Minnesota's Leech Lake strain is the best musky genetics in the country. Inland, the 2026 season runs June 6 to November 30 with a 54-inch minimum, and musky are catch and release only on the Mississippi from Blandin Dam to Coon Rapids Dam.
Do I need a permit to fish the Boundary Waters?
You need a fishing license and a wilderness permit. The Forest Service requires a quota permit for overnight and motorized day trips from May 1 to September 30, and self-issued permits for non-motorized day use all year. On Canadian border lakes, a Minnesota license covers only the Minnesota side; the Canadian side needs a Canadian license.
